San Francisco isn't waiting for coronavirus to spread, declaring preemptive health emergency

There are no reported cases of coronavirus in San Francisco, yet.  There have been a handful of coronavirus patients in the Bay Area and Sacramento, but so far San Francisco itself has been spared.  That has not stopped the city from preemptively declaring a public health emergency over the virus to ramp up preparations for what could be an inevitable outbreak.
