If coronavirus cases & hospitalizations continue to surge, is there the political will--or public appetite--for a second lockdown?

There are still parts of society that remain locked down in several states......like a ban on large crowds getting together in close quarters for sporting events or concerts; and still, the hospitalization of coronavirus cases are on the rise in many places.

Once the economy has fully reopened, even if COVID cases continue to spread, is there any will in this country to shut it all back down again?
