California considers making it easier for mentally ill homeless people to be forced into psychiatric care

Having a run in with a homeless person who seems to be mentally unstable is not uncommon on the streets of just about any big city in California, where the homeless population has been steadily increasing. Governor Gavin Newsom is proposing changes that would allow those people to be forced into psychiatric care, and make it easier for the state to take over the care of people who are unable to care for themselves.  A much needed reform to clean up streets or a blatant violation of individual rights?
